Reply of the President Xhaferi to the Letter of the Prime Minister, Mr. Zaev  in Regard with the Progress and Implementation of 3 – 6 – 9 Plan  

(Progress and Implementation of 3 – 6 – 9 Plan, realization pursuant to the competences of the Assembly of the Republic of Macedonia)  

Dear Prime Minister,  

Accept my personal appreciation and the appreciation of the Members of the Assembly of the Republic of Macedonia, the Representative House of the citizens and bearer of the legislative governance in the Republic, for the Letter of Congratulations for the first 100 days of the Assembly. The transparency and nearing to the citizens is an obligation for elected representatives of the people, MPs who were given the sovereignty to; while we, the MPs, by adopting laws and other acts are obliged by the given trust to fulfil the expectations of the citizens of the Republic of Macedonia, and the Government of the Republic of Macedonia has great responsibility in this process as well. 

Allow me to sincerely welcome the transparency, openness and decisiveness for the realization of the 3 – 6 – 9 Plan and the overall inclusion of the Assembly in the realisation of the process for full – fledged membership of Macedonia in the European Union and NATO; the activities that have been realized by the Assembly in the past period, and, in the time to come, will confirm the decisiveness and the selfless support of the citizens for the membership in EU and NATO.

The scrutiny role of the Assembly and its working bodies must be regular and routine, and mainly transparent, in direction of the overall information for the MPs from Macedonia, since we adopt decisions on their behalf.  The security and intelligence services must be regularly and routinely controlled by the competent working bodies of the Assembly; and to achieve all this, I have established and I shall be the Chair of a Working Group comprised of MPs from all Parliamentary groups. I hope that after the finalization of the Local Elections we will receive directions and solutions for uninterrupted, regular and routine scrutiny role of the Assembly and the competent working bodies. Allow me to underline that I will invite, and I am confident that the Representatives of the Government as well as the security and intelligence services shall have active role in the meetings of the Working Group. 

The civil society should be and must be corrector, draughtsman and contributor in the laws and acts adopted by the Assembly, so that they can be applied in the daily lives and activities of the citizens and the legal entities of the state. The Rules of Procedures of the Assembly of the Republic of Macedonia shall be amended with Articles regulating the participation and invitation, thus having an active role, of the representatives of the civil society - of scientific, professional and public workers in the Meetings of the Working Bodies. The Rules of Procedure will also be amended in direction of  providing the Working Bodies with the opportunity to schedule preparation meetings that will also include representatives of the civil society. 

The Women Parliamentarians’ Club and the Standing Committee for Protection of Civil Freedoms and Rights in the period ahead of us shall contribute in the realization of 3 – 6 – 9 Plan. The Rules of Procedure stipulates the MPs’ Questions, while the idea, i.e. the preparedness of the Government for overall transparency and scrutiny to provide the MPs to pose MPs’ Questions on each newly scheduled Session shall be realized upon the finalization of the Local Elections. The Parliamentary parties, on a Coordinative Meetings, shall adopt the Conclusion of the Working Group that I chair, and the outcome of the application of the Conclusion shall be translated in the Rules of Procedure. I am convinced that the Representatives of the Government will actively participate in the process of finding solutions in regard with the MPs’ Questions. 

The Assembly of the Republic of Macedonia has always been and will be a house of democracy. The openness, opposed opinions and views are the foundations for building and strengthening democracy in the Republic of Macedonia. The legislative and executive governance are interconnected with meeting the needs of the citizens and the legal entities, the steps to reforms, overall respect of the freedoms and rights, rule of law and legislative state shall realize the Euro – Atlantic perspectives of the Republic of Macedonia.
