conference on “Energy- development- democracy: MODELLING THZ new energy future of SEE” 

Delegation of Assembly of the Republic of Macedonia comprised of: Ms. Vladanka Avirovik, Deputy-Chair of the Committee on Economy Issues and  the MPs: Mr. Mile Andonov, Mr. Nexhati Jakupi, Mr. Nikolche Acevski and Mr. Safet Bishevac, attended the Conference on “Energy- Development- Democracy: Modelling the Future of SEE”, held in Belgrade, Republic of Serbia, on 17 and 18 October 2011.

In the address, Ms. Avirovik underlined: The New Law on Energy is drafted in accordance with the obligations of the Republic of Macedonia arising from the accession process to the European Union, that is, the Stabilization and Association Agreement, as well the Agreement Establishing Energy Community

Drafting the Law on Energy is an activity stipulated with the National Program on Adoption of the Acquis and the Accession Partnership, where the economic criteria in the area of energy stipulate the following obligations:

  • Continuation of harmonization of the legislation of the internal markets on energy and gas, energetic efficiency and renewable resources with the Acquis, aiming to gradually open the competitiveness market.
  • strengthening the independence of the Regulatory Committee
  • fulfillment of the obligations of the Agreement on Energy Community, full implementation of the Acquis on the internal market of gas and energy and cross border exchange of electricity

The aim of this Law on Energy was to further harmonize the national legislation with the Acquis in the area of energy, to further harmonize it with the Directives and Regulations of EU, which are the basic elements of the legislative framework of the Agreement Establishing the Energy Community and are aiming to liberalize the energy markets and create conditions for stabile and sustainable energy sector.

The Regulatory Committee on Energy is an independent body, working and deciding in the framework of the competences stipulated with the Law on Energy.

The Budget of the Republic of Macedonia, every year allocates funds for the special program called Energy Development.

As an obligation arising from a Law, the Government of the Republic of Macedonia adopted the Strategy on Using of Renewable Resources of Energy in the Republic of Macedonia until 2020.

Considering the strategic determination of the Republic of Macedonia for full-fledged membership in EU, the Energy Policy of EU is the strategic energy policy for the Republic of Macedonia.

The EC Progress Report on the Republic of Macedonia for 2011, in the chapter of Energy reads that: a good progress is being achieved in the area of energy, especially with the adoption of the new overall Law on Energy and the solution of the long issue with the operator of the distributive system. Nevertheless we should establish efficient functioning of the energy market and provide competitive conditions. The potential of energy efficiency in the country and the renewable resources of energy are not properly used and a financial independence of the regulating body for protection of radiation is not provided yet. The preparations in the area of energy have reasonable development. 

This Conference is being held in the framework of the Chairmanship of Serbia with the SEECP, and Delegations of the SEE national parliaments, European Parliaments and Representatives from the Council of Europe participate in the Conference.
