press conference of the President Veljanoski and the Swiss Ambassador, Mr. Stefan Lazaroto on the parliamentary institute 

Your Excellency, Ambassador Lazaroto, 
Esteemed Coordinators of the Parliamentary Groups,
Members of Parliament,
Representatives of the Assembly Staff,
Representatives of the international community,
Esteemed guests and Representatives of the media

It is my great pleasure to welcome you all on this important event and to inform the public on the initialization of the employment of the 25 professionals that will work in the Parliamentary Institute of the Assembly of the Republic of Macedonia, whose work is one of the remarks of the Progress Report on the Republic of Macedonia.

As President of the Assembly of the Republic of Macedonia, I have bee expecting this moment, the establishment of an open, just, transparent, competitive and strict process of employment of professional staff, needed for the specialized service of the Assembly for analyses and comparative research. 

It is my pleasure to work together with the SDC in direction of strengthening the parliamentary capacity.

The Parliamentary Institute will be a professional, independent service for comparative research and analyses, providing its services of objective and authoritative analyses, analyses of laws and access to a modern archive system and research library to the Assembly, MPs and the Assembly staff. The education segment of the institute will provide trainings for the MPs and for the Assembly staff. 

The start of the first cycle of employment for the three head positions of the Parliamentary Institute will start on 26 December and the deadline for application on 13 January 2012. Whereas the application for the 22 working positions of highly qualified analysts, researchers and trainers will be in the second cycle, starting from 30 December 2011 and finalising on 24 January 2012. This team will be comprised of lawyers, educators, historians, librarians and ICT specialists. 

The services will be provided in Macedonian and in Albanian language and the staff is expected to be fluent in English and in French in order to be able to conduct comparative research and to exchange opinions with their European colleagues. 

Esteemed guests,
Many comprehend the parliament as an institution of disputes. In this special occasion, I would like to underline that the establishment of the Parliamentary Institute was widely supported by all political parties in the Assembly of the Republic of Macedonia and I would like to express appreciation to all parliamentary groups and their coordinators for their dedication to this initiative. 

I would also like to underline the efforts of the Assembly in this project in providing facilities for the Parliamentary Institute. The Renovation of these farcicalities was financed by the Swiss partner, and will be fully operative on 31 January 2012. 

Allow me, also, to express appreciation to the Swiss Embassy, the Parliaments of the Czech Republic and the Republic of Slovakia for their continuous support and proposed models for good practices; the Initiative for Democratic Partnership of the U.S. Congress and the implementators. 

Regardless of the challenges ahead, I know and I am convened that we will develop and provide a Parliamentary Institute suitable for the 21st century Europe.
