PUBLIC DEBATE OF THE NATIONAL COUNCIL FOR EUROPEAN INTEGRATION

Today the National Council for European Integration (NCEI) held a debate on the draft Law on amending the Law on Interception of Communications.

The adoption of the Law is included in the National Programme for Adoption of the Acquis Communautaire (revision 2012). This Law is also part of Annex 2 of the Opinion on Adoption of the Acquis Communautaire during 2012, which the NCEI adopted unanimously at its meeting held on 8 February 2012.

Ms. Radmila Sekerinska - Chairperson of the National Council, Mr. Jani Makraduli, Mr. Tito Petkovski, Mr. Pavle Sazdov, Mr. Pavle Trajanov and Mr. Talat Xhaferi - Members of Parliament in the Assembly of the Republic of Macedonia, Mr. Dimitar Mircev - member of the NCEI and representative of the Cabinet of the President of the Republic of Macedonia, as well as the renowned professors and experts in this field: Prof. Vladimir Pivovarov and Prof. Esad Rahic from FON University, Prof. Frosina Taseva-Remenski from the Faculty of Security in Skopje, department of St. Kliment of Ohrid University - Bitola, Mr. Filip Stojanovski from the Foundation for sustainable ICT solutions Metamorphosis, Mr. Bojan Maricic from the Macedonian Centre for European Training, Ms. Margarita Caca Nikolovska - Head of the Institute for Human Rights, Mr. Andreja Bogdanovski - Security Research Fellow at Analytica think tank, Mr. Aco Kolevski - Deputy Public Prosecutor, and Ms. Malinka Ristevska-Jordanova from the European Policy Institute took pat in the debate.

The participants agreed that this draft Law covers a broad topic and a sensitive issue concerning certain important aspects such of life as protection of human rights, privacy and the guaranteed right to communicate. The Law also has to be harmonized with the Law on Criminal Procedure. Having in mind the fact that this is a draft text of the Law, the participants voiced their conviction that the opinions and suggestions expressed at the debate will be taken into consideration during the preparation of the final version of the Law.

Concluding the meeting, the Chairperson of the National Council for European Integration Ms. Radmila Sekerinska said that a summary of the ideas and comments from the public debate will be forwarded to the participants, the Ministry of Internal Affairs, and that they will be available to the general public.
